If the letter request or motion is being uploaded once the case has been established and the notification of case number has been served and the 20 days have elapse, then you do not have to file proof of service. If the case has just been registered and linked, then you must provide proof of service. There is no fee for filing letters or stipulations at all no matter how it is filed.
