Except where the court has directed that the appeal be perfected by a particular time, the parties may stipulate or a letter on notice to all parties may be submitted to the court to extend the time to perfect by 60 days. The appellant may thereafter apply by letter, on notice to all parties, to extend the time to perfect by up to an additional 30 days. Any further application for an extension of time to perfect the appeal shall be made by motion.
